The owners' meeting is the condo association's parliament – and most successfully challenged resolutions fail on preparation, not substance.

The manager's checklist
- Notice: at least three weeks; text form suffices (email works with consent on file).
- Agenda: each item concrete enough for owners to grasp its impact – "miscellaneous" carries no resolutions.
- Documents: budget, annual accounts and quotes (ideally three per measure) distributed in advance.
- Proxies: send forms along; check the declaration of division for representation limits.
- Quorum: since the reform every meeting has one – majorities count by votes cast.
- Hybrid/virtual: online participation can be resolved (§ 23 (1) WEG); since October 2024, fully virtual meetings are possible with a ¾ majority.
After the meeting
Resolutions belong in the resolution register without delay (§ 24 (7) WEG) and the minutes go out promptly. In eigentumwerk, invitation, minutes and resolutions are filed as legal events in the property record – visible to owners at any time, audit-proof for the manager.
